Brief


To develop a competitive and dynamic non-oil economy, Nigeria needs to pursue innovation and reform in its policy and public investment framework. At the midpoint of two of the projects, the Fluent Africa team is being asked to conduct an independent review of performance.

Approach

To establish a solid impact assessment and determine areas of further study, we:
  • Developed an innovative review methodology that measured the strategic ‘fit’ against Relevance, Effectiveness, Efficiency, Impact and Sustainability.
  • Conducted 150 interviews with beneficiaries, 24 focus groups in 10 urban and rural locations within the program area. Interviewed 32 key informants as well as community leaders, implementing partners and market managers.

Outcome

Our recommendations for improving the development facility centered on greater acknowledgement of the role of local institutions, increasing focus on value chain linkages, and improving knowledge management and learning.
